The purpose of the framework is to assist repositories to evaluate and improve their current operations based on a set of applicable and achievable good practices.
Mit Beginn des Jahres 2022 wird der Bibliotheksdienst in den Goldenen Open Access überführt. Alle Artikel erscheinen damit ohne Zeitverzug unter der Creative Commons-Lizenz CC-BY 4.0. Für die Autorinnen und Autoren entstehen keine Publikationskosten. Die Open Access-Transformation erfolgt auf der Basis von Subscribe-to-Open , eines alternativen Modells, das durch die Weiterführung bestehender Abonnements die vollständige Open Access-Transformation von Zeitschriften ermöglicht. Voraussetzung dafür ist, dass die Abonnements im bisherigen Umfang fortgeführt werden. Die Herausgeberinnen und Herausgeber sowie der Verlag De Gruyter danken daher allen Abonnentinnen und Abonnenten für die Unterstützung, die die Umstellung auf den Open Access möglich gemacht hat. Der BIBLIOTHEKSDIENST erscheint seit 1967 und wurde im Jahre 2002 von der Zentral- und Landesbibliothek Berlin (ZLB) übernommen. Ab 2013 teilte sich die ZLB die Herausgebertätigkeit mit dem Landesbibliothekszentrum Rheinland-Pfalz (LBZ), das von 2014 bis 2018 als alleiniger Herausgeber verantwortlich war. Seit 2019 ist die FernUniversität in Hagen der Herausgeber der Zeitschrift. Der BIBLIOTHEKSDIENST erscheint jährlich in jeweils 10 Heften (monatlich, davon 2 Doppelhefte) und beleuchtet traditionelle wie auch technisch-innovative Themenbereiche, vermittelt Informationen aus den Bibliotheken sowie aus Institutionen, Verbänden und Vereinen des Bibliothekswesens und seiner Nachbarbereiche. Seine Stärke liegt in der praxis-orientierten thematischen Ausrichtung. Er bietet zudem verschiedene Rubriken mit Notizen und Mitteilungen, Fachbeiträgen, Terminen (Kursangeboten) und Anzeigen. Der Beirat setzt sich aus Vertreterinnen und Vertretern aus wissenschaftlichen und öffentlichen Bibliotheken sowie aus Hochschule und Lehre zusammen. Bis einschließlich 2021 wurden die Einzelausgaben zwölf Monate nach ihrem Erscheinen Free Access gestellt. Autoren konnten nach einer Frist von 6 Monaten ihre Artikel auf eigenen Websites und Repositorien veröffentlichen. Angesichts des Fortgangs des Gesetzgebungsverfahrens zum 3. Korb UrhG und der auch in anderen Arbeitsgruppen der Allianz-Initiative immer wieder auftauchenden Rechtsfragen fokussiert die Arbeitsgruppe ihre Arbeit auf zwei Bereiche. Sie soll auf der einen Seite weiterhin im Rahmen des Novellierungsprozesses des Urheberrechtsgesetzes (3. Korb) u. a. durch Kommentierung eines kommenden Referentenentwurfs (in Zusammenarbeit mit den Justiziariaten der Allianz-Organisationen) aktiv werden und die Positionierung der Allianz in Urheberrechtsfragen in Abstimmung mit der Kultusministerkonferenz voranbringen. Auf der anderen Seite soll sie Zuarbeiten für die Querschnittsthemen der Allianz-Initiative leisten. Dies betrifft u. a. Fragen zum Open Access Gold Publizieren, zu Nutzungsrechten an Publikationen und Forschungsdaten, zur langfristigen Finanzierung von Open Access Community Services und zum unabdingbaren Zweitveröffentlichungsrecht.

Over the last two decades, digital technology—and the changes that came with it—have accelerated this transformation to a point where evolution starts to become a revolution.The wider Open Science movement, and Open Access in particular, is one of these changes and is already having a profound impact. Under the subscription model, the role of libraries was to buy or license content on behalf of their users and then act as gatekeepers to regulate access on behalf of rights holders. In a world where all research is open, the role of the library is shifting from licensing and disseminating to facilitating and supporting the publishing process itself.This requires a fundamental shift in terms of structures, tasks, and skills. It also changes the idea of a library’s collection. Under the subscription model, contemporary collections largely equal content bought from publishers. Under an open model, the collection is more likely to be the content created by the users of the library (researchers, staff, students, etc.), content that is now curated by the library.Instead of selecting external content, libraries have to understand the content created by their own users and help them to make it publicly available—be it through a local repository, payment of article processing charges, or through advice and guidance. Arguably, this is an overly simplified model that leaves aside special collections and other areas. Even so, it highlights the changes that research libraries are undergoing, changes that are likely to accelerate as a result of initiatives such as Plan S.This Special Issue investigates some of the changes in today’s library services that relate to open access.
