         "volume": "11","pages": "795","abstract": "Commercial land use management that focuses on a future oriented urban and regional development must address multiple goals. Effective policy-mixes need to simultaneously 1) improve city-regional, inter-municipal cooperation, 2) reduce land take, and 3) assure the long-term economic development of a region. Using the Northern Black Forest in Germany as a case study, we brought together planning and land use research with public policy-analysis. We applied cross-impact balances (CIB) to build and analyze a participatory policy-interaction model. Together with a group of 12 experts, we selected effective individual measures to reach each of the three goals and analyzed their interactions. We then assessed the current policy mix and designed alternative policy mixes. The results demonstrate that current approaches of commercial land use management present internal contradictions and generate only little synergies. Implementing innovative measures on a stand-alone basis runs the risk of not being sufficiently effective. In particular, the current practice of competing municipal marketing and planning of commercial sites has inhibiting effects. We identified alternative policy mixes that achieve all three goals, avoid trade-offs and generate significant synergy effects. Our results point towards a more coherent and sustainable city-regional (commercial) land use governance.",

In this domain, smart meters are one promising way to deliver feedback in everyday settings. However, research has shown that feedback by itself is hardly sufficient. Hence, for a more effective design of smart meters, the opportunities which these offer to deliver feedback and to supplement this with other information should be considered. This article describes the specific characteristics of household electricity consumption that should be taken into account. Also, a comprehensive psychological model of self-regulated behaviour change that covers the complete process by which new types of behaviour are chosen and implemented is described in detail and different behavioural stages and components crucial for the design of information strategies are identified. A detailed overview is given of different existing applications and which stages of change these affect. However, as none of these existing smart meters features comprehensive and combined informational strategies that systematically cater to consumers in all stages of behavioural change, it is concluded that further efforts to optimise and evaluate smart meters should be undertaken. A smart meter information system which is designed according to these insights is outlined.",

Die Methode wurde in einer Smart Meter-Studie angewandt, die untersuchte, wie Smart Meter ergänzende Feedbacksysteme ausgestaltet werden müssen, um VerbraucherInnen optimal beim Stromsparen zu unterstützen und welche Rahmenbedingungen und begleitenden Maßnahmen die Verbreitung fördern und deren Nutzung zum Stromsparen motivieren kann. Dabei sollte die Perspektive von VerbraucherInnen und relevanten ExpertInnen einbezogen werden. Das Gruppendelphi als innovative, diskursive Methode kam neben Fokusgruppen zum Einsatz. Dieser Praxisbericht veranschaulicht die Methode am Beispiel eines Gruppendelphis zu Smart Metering in seiner Durchführung und Auswertung. Insbesondere wird auf die ExpertInnenauswahl, die Entwicklung und Operationalisierung der Fragestellungen und die Durchführung des diskursiven Verfahrens eingegangen. Am Delphi nahmen 16 ExpertInnen teil. Das Gruppendelphi brachte wichtige Erkenntnisse, welche Maßnahmen und Kombinationen von Maßnahmen aus ExpertInnensicht dazu geeignet sind, die Verbreitung von Smart Metern und deren Nutzung zur Erhöhung der Energieeffizienz in Haushalten zu fördern. Es wurde auch herausgearbeitet, dass diese Fragen gerade im Kontext der Energiewende an Bedeutsamkeit gewinnen und auch im Hinblick auf die Einführung von Smart Grid und Smart Home behandelt werden sollten. Dabei wird deutlich, dass das Verfahren besonders für einen Austausch von Wissen im interdisziplinären Kontext Potentiale für eine zukünftige Anwendung bietet.",
