"number": "8963","abstract": "The German DEAL agreements between German universities and research institutions on the one side and Springer Nature and Wiley on the other side facilitate easy open access publishing for researchers located in Germany. We use a dataset of all publications in chemistry from 2016 to 2020 and apply a difference-in-differences approach to estimate the impact on eligible scientists\u2019 choice of publication outlet. We find that even in the short period following the conclusion of these DEAL agreements, publication patterns in the field of chemistry have changed, as eligible researchers have increased their publications in Wiley and Springer Nature journals at the cost of other journals. From that two related competition concerns emerge: First, academic libraries may be, at least in the long run, left with fewer funds and incentives to subscribe to non-DEAL journals published by smaller publishers or to fund open access publications in these journals. Secondly, eligible authors may prefer to publish in journals included in the DEAL agreements, thereby giving DEAL journals a competitive advantage over non-DEAL journals in attracting good papers. Given the two-sided market nature of the academic journal market, these effects may both further spur the concentration process in this market.",

"abstract": "This study examines trends in open access article processing charges (APCs) from 2011 \u2013 2021, building on a 2011 study by Solomon & Björk (2012). Two methods are employed, a modified replica and a status update of the 2011 journals. Data is drawn from multiple sources and datasets are available as open data (Morrison et al, 2021). Most journals do not charge APCs; this has not changed. The global average per-journal APC increased slightly, from 906 USD to 958 USD, while the per-article average increased from 904 USD to 1,626 USD, indicating that authors choose to publish in more expensive journals. Publisher size, type, impact metrics and subject affect charging tendencies, average APC and pricing trends. About half the journals from the 2011 sample are no longer listed in DOAJ in 2021, due to ceased publication or publisher de-listing. Conclusions include a caution about the potential of the APC model to increase costs beyond inflation, and a suggestion that support for the university sector, responsible for the majority of journals, nearly half the articles, with a tendency not to charge and very low average APCs, may be the most promising approach to achieve economically sustainable no-fee OA journal publishing.",

Changing the publishing model can influence the\r\ndecision of authors to submit their papers to a journal, and increased article\r\naccessibility may influence citation behaviour. The aim of this paper is to\r\nshow changes in the number of published articles and citations after the\r\nflipping of a journal. We analysed a set of 171 journals in the Web of Science\r\n(WoS) which flipped to open access. In addition to comparing the number of\r\narticles, average relative citation (ARC) and normalized impact factor (IF) are\r\napplied, respectively, as bibliometric indicators at the article and journal\r\nlevel, to trace the transformation of flipped journals covered. Our results\r\nshow that flipping mostly has had positive effects on journal's IF. But it has\r\nhad no obvious citation advantage for the articles. We also see a decline in\r\nthe number of published articles after flipping. We can conclude that flipping\r\nto open access can improve the performance of journals, despite decreasing the\r\ntendency of authors to submit their articles and no better citation advantages\r\nfor articles.",

"abstract": "Plan S, ein koordiniertes Vorgehen vor allem europäischer Forschungsförderer für einen schnelleren Umstieg auf Open Access, zielt in erster Linie auf die geförderten Wissenschaftler*innen. Für wissenschaftliche Bibliotheken und weitere wissenschaftliche Einrichtungen ergeben sich Aufgaben bei der Implementierung. Dies geht über die offenkundigen Beratungsaufgaben hinaus und beinhaltet die Ausgestaltung von institutionellen Richtlinien und die Berücksichtigung in Lizenzverhandlungen. Eine besondere Rolle kommt der Überprüfung und Modernisierung selbst betriebener Infrastruktur (Repositorien, Zeitschriften etc.) zu. Die Open-Access-Ziele von Plan S können von Bibliotheken einfach akzeptiert werden. Aber erst, wenn sie sich tatkräftig, mutig und aktiv an der Ausgestaltung beteiligen, können sie die Entwicklung beeinflussen. Dies ist auch wichtig für die Förderung von Bibliodiversität und Nachhaltigkeit von Open Access. Nachhaltigkeit bezieht sich hier nicht nur auf eine dauerhafte Finanzierbarkeit, sondern auch eine insgesamt robuste, offene, innovationsgeeignete Publikationslandschaft. Sollten Bibliotheken mit ihren Überlegungen, Planungen und Maßnahmen abwarten wollen, bis alle Förderer ihre Implementierung final vorgelegt haben, riskieren sie den Verlust wertvoller Zeit für etwaige Umstellungen von Diensten und Strategien. Im Vortrag werden Vorschläge für die Orientierung von Bibliotheken und Forschungseinrichtungen auf Plan S und ähnliche Entwicklungen gemacht.",

"abstract": "This study investigates the development of open access (OA) to journal articles from authors affiliated with German universities and non-university research institutions in the period 2010-2018. Beyond determining the overall share of openly available articles, a systematic classification of distinct categories of OA publishing allows to identify different patterns of adoption to OA. Taking into account the particularities of the German research landscape, variations in terms of productivity, OA uptake and approaches to OA are examined at the meso-level and possible explanations are discussed.\r\nThe development of the OA uptake is analysed for the different research sectors in Germany (universities, non-university research institutes of the Helmholtz Association, Fraunhofer Society, Max Planck Society, Leibniz Association, and government research agencies). Combining several data sources (incl. Web of Science, Unpaywall, an authority file of standardised German affiliation information, the ISSN-Gold-OA 3.0 list, and OpenDOAR), the study confirms the growth of the OA share mirroring the international trend reported in related studies. We found that 45% of all considered articles in the observed period were openly available at the time of analysis. Our findings show that subject-specific repositories are the most prevalent OA type. However, the percentages for publication in fully OA journals and OA via institutional repositories show similarly steep increases.\r\nEnabling data-driven decision-making regarding OA implementation in Germany at the institutional level, the results of this study furthermore can serve as a baseline to assess the impact recent transformative agreements with major publishers will likely have on scholarly communication.",

"volume": "51","number": "5-6","pages": "432-454","abstract": "The two primary means for accomplishing Open Access (OA) goals are the \u201Cauthor pays\u201D or Gold model and the \u201Cself-archiving\u201D or Green model, both of which can have variations or hybrids. There is a growing schism between proponents of the Gold and Green models. Scholar uptake on self-archiving has been very limited. At the same time, a great deal of concern has been expressed regarding the Gold model, particularly with regard to cost and the role of peer-review lite journals. With the evolving OA environment as a backdrop, the authors conducted a survey of university engineering faculty in order to better understand their OA practices and attitudes. The scholarly communication needs and activities of engineering faculty are more diverse than other scholars in that they have a broader and more varied literature, which includes journal articles, conference papers, technical reports, standards, handbook information, patents, and grey literature. The survey was comprised of 12 Likert scale questions and 3 open comment questions. The results of the survey of engineering faculty were consistent with other studies that have revealed concerns over the author pays model and a reluctance to self-archive in the university institutional repository (IR). Survey results showed that engineering faculty do not extensively publish in author pays Gold journals and had limited plans to do so in the future. In line with other studies, the survey revealed that there was a lack of familiarity with campus IRs and a very small uptake rate for depositing research output in institutional repositories.",
